OVERVIEW :

The University of St. Thomas invites qualified candidates to apply for a Charter Authorizing Program Manager (Program Manager I) position within the School of Education.

This position has a full time equivalency or FTE of 0.625. We anticipate this position to work 25 hours per week, 12 months out of the year.

Salary Range: $38,000 - $41,300

The University of St. Thomas has provided a salary range that represents its good faith estimate of what the University may pay for the position at the time of posting. The specific salary offered will be determined based on factors such as the qualifications of the selected candidate, departmental budget, internal salary equity considerations, and available market information.

JOB SUMMARY

The Authorizing Program Manager will coordinate and execute a variety of tasks central to the authorization of the University’s portfolio of charter schools. Specific responsibilities and outcomes include:

  • Serve as liaison for up to 2 schools
  • Updating and maintaining University of St. Thomas Charter School Program Website
  • Inputting, tracking and reporting on school-related data and information
  • Conducting site visits and board observations
  • Working in partnership with the Director to complete schools’ annual evaluations and contract renewals
  • Assisting with network event planning
  • Supporting other program functions such as application review, transfer processes, and reporting
  • Representing St. Thomas and the Authorizing Program at various University, School of Education, Minnesota Department of Education and community meetings as needed

The position requires strong skills in basic math, basic statistics, and writing, as well as the ability to prioritize, work within timelines, remain organized, and pay attention to detail. The position requires excellent communication skills, the ability to read and comprehend information at a high level, and the capacity to interact with others in a variety of professional settings. Knowledge of maintenance of website also required.

The Charter School Authorizing Program strives to provide a positive, professional work environment in which the selected candidate can learn key skills for working in policy, education, and other fields, and contribute to improving the life opportunities of all Minnesota children, particularly those most in need. In a small program, the selected candidate will be a valued partner with diverse duties and the ability to take on tasks of varying complexity and challenge, particularly as their knowledge of the field of authorizing grows.

ESSENTIAL FUNCTIONS

1. Serve as a point of contact and oversight for chartered schools.

  • Attend school visits, board meeting observations, and other charter community events
  • Update and maintain charter school program filing system
  • Input, track, analyze and apply school-related and data information
  • Use data from the Minnesota Department of Education and authorized schools to:
    • Ensure authorized schools maintain proper teacher licensure
  • Complete annual evaluation of schools in collaboration with Director
  • Assist with website compliance checks for all schools in portfolio
  • Maintain schedule of due dates for reports, evaluations, charter renewals, etc.
  • Respond appropriately to inquiries, complaints, or other concerns from constituents of St. Thomas’s charter schools

2. Assist with creation and maintenance of University of St. Thomas Charter School Program

website.

  • Work with Media Department to create website highlighting portfolio of schools 
  • Ensure authorizer website is compliant with current legislative mandates
  • Maintain website to ensure material is current

3. Support key Authorizing Program functions.

  • Assist with network events
  • Assist as needed in collecting information for reports and other communications with the Minnesota Department of Education
  • Represent St. Thomas and the Authorizing Program at various University, School of Education, Minnesota Department of Education and community meetings as needed

4. Demonstrate commitment to professional ethics in coordinating Charter School activities.

  • Conduct job responsibilities in a manner marked by openness, fairness and equity
  • Communicate the University and authorizing program vision and mission to various constituencies in the course of performing job responsibilities

5. Develop a strong knowledge of authorizing and chartering to be used in furthering the goals, mission, and quality of the St. Thomas Authorizing Program.

6. Perform other duties as assigned by the Director of Authorizing.

QUALIFICATIONS :

Minimum Qualifications

  • B.A./B.S
  • Three years of program administration/office management

An equivalent combination of education and experience from which comparable knowledge and skills have been acquired may be substituted.

Preferred Qualifications

  • Graduate level degree related to education, program evaluation, or public policy 

  • Interest/background in program evaluation, data analysis, law, public policy, social justice, and/or education

  • Previous experience teaching or working with charter schools and/or diverse populations
